Proper packing technique

I'm wondering if I'm packing too tightly. No matter what blend or pipe, the tobacco keeps going out, and takes 4 or 5 attempts to light it in the first place. I'll admit that moisture is a problem, but aside from that, I think I may be packing a bit tightly. I can still draw easily enough, but there will be some resistance through it. Should I just try to leave it more loose, or what else might work?
