What's going to happen if the FDA takes control of cigars?

I'm seeing a lot of information being tossed around as the FDA is attempting to take over control of cigars, including premium cigars. It appears that the FDA is exempting cigars that cost $10 a stick, which means that most of the cigars we smoke would either have to increase in price or be subject to FDA regulations.

But what happens if they become subject to FDA regulations? What does that mean?
