Humidifier not producing enough humidity

I bought a Humidor that came with one of those sponge humidifiers. I read th e instructions to have the box at least 70 on the humidity gauge for the humidifier to be put in, done by putting distilled water on a container for a couple of days. I put the humidifier in and the humidity dropped to 60, even if I fill the humidifier to the point where the water is spilling. Is it necessary for me to have a humidifier? or can I just have a small container filled with distilled water stored in there that can hold more than the humidifier? Are there any alternatives that would make the humidity any higher?
