Fresh Tobacco?

I've still been having trouble smoking my pipe, but I'm being patient.

My question; How can you tell if the tobacco you bought is fresh? I bought a package of Skandinavik and the guy at the B&M gave me a sampler of their house blend. The Skandinavik came in the pouch, and felt dry, a lot like wood chips, but the house blend was soft and still felt quite moist, like freshly cut grass from the grass pile (I hope you guys get what I'm trying to say). Should it feel like the dry mulch? Or soft, moist grass?

It seems that I've been smoking the house blend a lot better than the Skandinavik, it didn't burn my tongue as quickly or as frequently, I got lots of smoke out of it, and I was able to taste the tobacco.
