Humidor problems

Ok when i got my humidor i seasoned it as suggested by waiting like a week until it was about 75 for 4 days or so...and then i put all my cigars in it. I had like 5 at the time and the humidty leveled at 70 for about 3 weeks or so. and then i bought a box of cigars and added them into the humidor and ever since i havent been able to get the humidity above 60. This was about a month ago at least. I have 2 shot glasses of water in the bottom and the humidfier at the top. The reading at the top is rigth about 60 but at the bottom of the humidor its more like 55. I dont think the humidor is the problem because it seems to seal really well but maybe it is. I also thought it might be the hygrometer but i calibrate it at least 4 times and it was accurate. Also my cigars feel a little firmer almost hard and they seem to not smoke well. There is little to no flavor. So i dont know wether i need to get a new humi or just give it some more time to level out.
